Veteran readers probably won’t have much trouble guessing which one is the worst, although it doesn’t fit well into The Narrative. If you are trying to figure out which of the older states in the country are least guilty of oppressing blacks historically, #1 and #2 on this list of current worst states would be very near the top of your innocence list.
