I managed to find one story from Houston that mentioned this Texas man's connection with his native Africa.
The couple emigrated to the U.S. from the Congo several years ago, and are naturalized citizens. Patrice Nsuary is a cousin of the mother, who described Ndossoka as verbally abusive to his estranged wife.
"I came down here to talk to both of them about the marriage. In Africa, we talk to both the man and wife," Nsuary said. "I spoke to him yesterday, and he seemed fine."

It is, of course, not possible in modern America to refer to someone who commits a crime as an immigrant at all, let alone an African immigrant.
I remember in a typical case of Nigerian immigrants enslaving another Nigerian in Texas, the people commiting slavery (Nigerian immigrants Sandy Nsobundu and Chudy Nsobundu) were called a “Texas couple”. The headline at that time could have read "Nigerian Immigrant Enslave Texas Woman" and this case could be headlined "Congolese Immigrant Kills Two American Children" but it won't be.
