I just caught the tail end of an interview on a weekend show with a host unknown to me. Fund apparently is a regular guest. The host asked him whether Republicans should prepare and run on a Contract With America, as Gingrich did in 1992. He said they should not but then suggested issues on which they should run: health care and foreign policy!
