A postscript to Ambassador Sarukhan—freedom of speech is civil liberty in the United States. So is the right to keep and bear arms. Being an illegal immigrant is not a civil right in the United States.

And none of these (free speech, RKBA, and illegal immigration) is a civil right in Mexico, which doesn't really have civil rights.
