Hispanics have been known to muscle blacks out of the illegal drug trade [Feds: Latino Gang Targeted Blacks by Andrew Murr, Newsweek, October 23, 2007].

Could that be happening in Harrisburg, Pa., which is 50 percent black and 20 percent Hispanic?
