Policy implication: Enforcing non-violent offenses in Oakland by restoring OPD stops to 2016 levels would likely reduce crime, including reducing homicides by 60%, carjackings by 80%, and overall violent crime by 20%. These outcomes could be obtained without a change in police staffing level.

Oakland is probably America’s most plausible city to gentrify due to its supreme location, better than San Francisco’s. You get to stand in the sunshine in Oakland and watch the fog roll in once again over San Francisco.
So, many Oakland politicians and institutions actively take steps to keep crime high so their constituents can afford to live in Oakland.
