The New York Post reports that New York State’s black, female, AG (Letitia James, right) wants to stop enforcing the law on fare beating because of “disparate impact.”

People of color accounted for almost 70 percent of summonses for fare evasion between October 2017 and June 2019—and nearly 90 percent of arrests over the same time, NYPD data shows. I've been using NY public transit for many years, and I have never observed a white fare beater, but you can see blacks jumping over the turnstiles and entering through exit doors at any time at any station unless there are uniformed cops present.
