Why, when a Quebec cemetery is desecrated by vandals egged on by internet postings, are there arrests but "no prosecutions."? Canada has strong, even vicious, "hate-crime" laws, no?

The vandals appear to have been French-speaking Satanists. I don't see why that doesn't count as hate.
