Around 1950, in the Batman & Robin comic book there was a story with exactly this plot: a jail in which criminals lived and left to commit crimes with a perfect alibi. Of course, B & R broke up this nefarious activity. I thought the plot was silly and farfetched even for a comic book. This is not the first time that I have observed yesterday's fantasy become today's reality.
