Joel Ugah was taken into custody on an arrest warrant Tuesday morning at an apartment in the 6900 block of Donachie Road, Baltimore Police said.
Ugah is charged with first-degree murder, first-degree attempted murder, and first- and second-degree assault, along with gun charges, police said.
The charges stem from a shooting that unfolded about 6:19 a.m. April 15 in the 800 block of Gretna Court.

The suspect, Jeremy Alexsunder Reynolds, 32, was found dead after barricading himself in a grocery store:
Police responded to a call about an armed carjacking at Magnolia Avenue shortly after a suspect in a triple homicide in Biloxi fled the scene.
The three people found dead at the Broadway Inn Express on Walmart Lane in Biloxi were identified as Mohammad Moeini, 51, Broadway Inn owner; Laura Lehman, 61, employee and resident; and Chad Green, 55, employee and resident. Reynolds also took a Mercedes belonging to one of the victims when he fled the scene in Biloxi.
Police said Reynolds shot 52-year-old William Waltman of Diamondhead, a contract employee with Gulfport Public Works, and stole his work truck.
Reynolds was chased to a residential area on 28th Street, where he fled from police into the Canal Grocery.
